Four manufacturers, five capacities, one set of numbers. Every figure below is taken from the manufacturer's own published performance data, tested under the DOE Appendix M1 procedure. Where a manufacturer does not publish a figure, we say so instead of filling the gap.

The deadline nobody told you about

In March 2023 the Bay Area Air District amended Rules 9-4 and 9-6. Beginning January 1, 2029, residential and commercial furnaces manufactured for sale in the Bay Area must meet a zero NOx standard. Water heaters under 75,000 BTU per hour face the same standard, currently dated January 1, 2027.

Three things worth being precise about, because this gets misrepresented constantly.

It is not a ban on your existing furnace.The rule applies at replacement, when your current equipment fails. Nobody is required to remove working equipment, and there is no deadline attached to a furnace that still runs.

It is a zero NOx standard, not an electrification mandate.If a manufacturer produced a gas appliance that met the standard it would be permitted. As things stand, the only equipment that meets it is electric.

The dates can move, and one already has.In July 2026 the Air District published draft amendments delaying the water heater date from January 2027 to January 2028, for Board consideration in the autumn. A working group on the furnace rule has been running since October 2025. Treat 2029 as the date on the books today, not as a certainty.
What this guide is for. When a furnace does reach the end of its life, a heat pump is very likely to be the replacement. This guide compares the systems homeowners are most often quoted, using each manufacturer's own published data, and is honest about where each one loses. Confirm the rule's current status at baaqmd.gov before letting any contractor use a deadline as a closing argument.

Why the Bay Area is a harder case than it looks

Two local facts make heat pump selection here different from most of the country, and most national advice gets both of them wrong.

First, our homes leak. A very large share of Bay Area housing stock is poorly insulated: single pane windows, uninsulated walls, thin attic coverage. In a harsh climate that shows up immediately and gets fixed. Here the weather is mild enough that nobody notices, so it never gets fixed. The result is a house with far higher heat loss and heat gain than its square footage suggests, and it's why sizing from square footage fails so often locally.
Second, everyone here is calibrated to gas furnace heat. A gas furnace delivers short blasts of very hot air. A heat pump delivers gentler air for longer. The house reaches the same temperature either way, but the air out of the vent can feel cool against your hand, and a homeowner who was not warned about this concludes the new system is broken. This mismatch of expectation drives more heat pump complaints in this market than any efficiency shortfall does.

Why this matters when you read the tables below. Cold climate rated models hold capacity as the temperature drops rather than fading, which lets them run at a higher supply air temperature for longer instead of handing off to backup electric heat. In a leaky Bay Area house that is the difference between a system that feels like a furnace replacement and one that feels like a compromise.

One caveat worth more than any equipment choice. If a home is genuinely leaky, no equipment selection fixes that. Air sealing and attic insulation almost always return more comfort per dollar than moving up an equipment tier, and several rebate programs pay toward insulation when it's bundled with the heat pump.

What efficiency actually buys you, and what it doesn't. COP, Coefficient of Performance, is heat delivered divided by electricity consumed. A gas furnace burns fuel and can't exceed roughly 0.95 units of heat per unit of fuel energy, that's the physical ceiling of combustion. A heat pump doesn't burn anything, it moves heat, so every system in this comparison runs a COP well above 1. Converting each brand's own published HSPF2 into a seasonal COP (HSPF2 ÷ 3.412):

Every one of these delivers well over two units of heat for every unit of electricity, a real efficiency win over combustion. But efficiency and price per unit of energy are two different numbers, and PG&E's gap between them is unusually large. Cost to deliver 100,000 BTU of heat on a 95% efficient gas furnace at PG&E's bundled residential gas rate (about $2.19 per therm) is roughly $2.30. The same 100,000 BTU from a heat pump at PG&E's E-1 electric rate (42.5¢/kWh): Lennox, the most efficient of the four, costs about $4.34. Carrier costs about $4.48. Mitsubishi runs closest to $5.00.

The mechanism: PG&E charges roughly 5.5 to 6 times more per raw BTU of electricity than per raw BTU of gas. A COP of 2.5 to 2.9 cuts that gap by more than half, but doesn't close it. That is specifically a PG&E pricing problem, not a heat pump problem, in utility territories where electricity and gas are priced closer together, this same math flips and heat pumps run cheaper than gas. The equipment doesn't change. The relative price of the two fuels does.

If you switched and didn't see your bill spike, that's real and not a contradiction. This math is specifically for replacing a gas furnace. Replacing electric resistance heat or an older heat pump near COP 1.8 to 2.0 with a modern cold climate system at COP 2.5 to 2.9 is a genuine reduction in electric use. Same story if a separate, older AC unit got folded into one efficient system, or if solar is covering part of the new load. What the math above rules out is a blanket claim that switching from gas to a heat pump lowers the bill at current PG&E rates. Comfort, combined equipment, emissions, and being ready for the 2029 rule are the honest reasons to make the change here, not a guaranteed lower bill. If a contractor tells you the heating bill will drop, ask them to show the arithmetic at your actual rate plan.

The balanced case. Both heating capacity and cooling efficiency earn their keep, and the decision usually comes down to price, footprint, and who can service the equipment later.

The hardest case in the region. EER2 drives the summer bill on peak rate plans, and a leaky envelope combined with a colder winter design is where a system actually crosses into backup electric heat.

And here is the part the marketing gets wrong. Even the coldest inland mornings here sit around 27 degrees. None of the systems compared below is remotely troubled by that, and the dramatic claims about performance at 22 degrees below zero are aimed at cold climate states rather than at anyone reading this. What actually matters locally is how much heat a house needs, not how much the equipment can theoretically produce. Poor insulation lifts that requirement steeply, and a leaky inland house can cross into expensive backup electric heat at a temperature a well sealed house would shrug off. That is exactly the question a load calculation answers.

These four systems are not the same class of product

Comparing efficiency numbers without knowing where each unit sits in its own manufacturer's range is how a bid gets misread. Three of the four systems here are their brand's flagship. One is not, and that shapes both the ratings and the price.

One difference easy to miss: what's inside the pipes. Carrier and Mitsubishi run R-454B and Daikin runs R-32, all next generation low global warming potential refrigerants under the current phasedown. Lennox's SL25XPV is still R-410A, the refrigerant being phased down. That doesn't make an R-410A system a bad purchase today, and it remains serviceable for years, but supply for phased down refrigerants historically gets scarcer and dearer over a system's life. The newer refrigerants carry a mildly flammable A2L classification, which changes installation and service practice but not homeowner safety when the work is done correctly.

So who actually wins

No single system takes every category, and any contractor who tells you one does is selling rather than advising.

Where Carrier leads

  • EER2, at every size. A flat 12.0 from 2 through 5 ton. Mitsubishi drops to 10.5 at 3 ton and 9.4 at 4 ton, a gap that lands on the hottest afternoons.
  • Capacity held at 5°F, at every size. 86 to 101 percent of the 47°F rating. Daikin runs 71 to 85 percent.
  • Lowest operating temperature. Rated to -22°F, well beyond anything this region asks of it.
  • Installed cost. Lowest or tied lowest at all capacities, typically $3,000 to $7,000 under the Lennox and Mitsubishi flagships.

Where it gives ground

  • SEER2, to Lennox, at every size. 23.2 against 18.7 at 2 ton, and the gap holds through 5 ton.
  • SEER2 at 4 ton, to Mitsubishi. 18.1 against 17.5.
  • Raw heating output, to Mitsubishi. Their 4 ton delivers 60,000 BTU at 47°F where Carrier delivers 48,000.

What the four ratings actually measure

SEER2Seasonal cooling efficiency, averaged across a season. Useful for annual cost. Says nothing about the hottest afternoon of the year.
EER2Cooling efficiency at one fixed condition, 95°F outdoors. Predicts your bill during a heat wave.
HSPF2Seasonal heating efficiency, published by climate region. Region IV is the common national figure, Region V the colder one.
COPHeating output divided by electrical input at one temperature. A COP of 2.0 means two units of heat per unit of electricity.

The manufacturer publishes one efficiency figure for the whole product family, not per capacity. Typically only the smallest size actually reaches it. Treat it as a ceiling, not a rating.

Where these ratings come from, and where they do not. The first two rows are straight from published SEER2, EER2 and HSPF2 data. Rows three and four come from published capacity and cabinet dimensions. Rows five and six are editorial judgment based on Bay Area contractor availability and installed pricing, and reasonable people in this trade could score them differently. Lennox scores low on the cold morning row because it does not publish heating capacity at 17 or 5 degrees, not because it performs badly.

The point of this chart. Lennox is the most efficient system here and still lands near the top of the ten year total, because its efficiency advantage saves roughly $1,300 over a decade while costing about $5,500 more on day one. That's roughly a forty year payback on equipment that won't last that long.
Change the assumptions and the answer moves. This model uses an electricity rate of 42.5 cents per kilowatt hour, matching PG&E's published E-1 Tiered Rate Plan as of its February 2026 tariff schedule. The heating and cooling loads, 45 million BTU and 15 million BTU annually, are a planning estimate sized to a 4-ton system, not a measured figure from a specific home, and are shown here for like-for-like comparison between systems rather than as a prediction of any one household's bill. An inland house with a heavier cooling load, a leaky envelope, solar, or a different rate plan will shift these bars and can reverse the order. The most accurate version of this chart uses your own twelve months of electricity usage in place of the modeled load, ask us to rerun it that way. Rebates are excluded here and covered below.

What the drawings actually show. The Carrier and Mitsubishi units are both side discharge and both slim; wall to outer face they finish within a third of an inch of each other, so on depth alone it's a tie. The difference is height: the Carrier stands 38 inches, over a foot shorter, keeping it below a standard six foot fence. The bigger contrast is with a conventional top discharge cube, which needs clearance on every side and at roughly 47 inches wall to face consumes most of a three foot side yard walkway.
What we could not draw, and why. Carrier and Mitsubishi publish exact cabinet dimensions. Daikin states its Fit outdoor unit is under fourteen inches deep but doesn't publish a full dimension set, and Lennox doesn't publish cabinet dimensions in its dealer catalog. We left them off rather than sketch an approximation and call it to scale.

Bay Area rebates, and the traps in them

Local programs can move $1,500 to $4,500 on a heat pump HVAC project, more once city and income qualified adders stack. They also change without warning. Treat every figure below as a starting point and confirm at the link before anyone signs anything.

Three rules that cost people money more often than any rate difference. One, apply before work starts, since most programs disqualify a project installed first. Two, check the efficiency floor, because equipment that clears one program's bar can miss another's. Three, dual fuel is often excluded, so a heat pump with gas furnace backup can be disqualified even when it's the better engineering choice.

Federal and state incentives sit on top of all of this, and are the least stable part. The federal 25C credit, TECH Clean California, and HEEHRA have all changed eligibility or funding status recently, and reporting on them conflicts. We're not tax advisors; confirm the federal credit with a tax professional and the state programs with their administrators. Figures checked August 2026. How to use this against a real bid

Ask for both model numbers.Efficiency ratings are certified for a specific outdoor unit matched to a specific indoor unit. A proposal naming only the outdoor model is quoting a number nobody can verify.

Ask for capacity at 17F and 5F, in writing.The number most quotes leave out. A system that fades badly at low temperature leans on backup electric heat, and that shows up on your January bill.

Insist on a Manual J load calculation.Our housing stock leaks and our climate hides it. Sizing from square footage, or the tonnage of the old unit, is how homes end up short of heat in January and short cycling in July.

Ask what happens to your comfort, not just your bill.Ask what supply air temperature to expect and how it compares to your current furnace. If a contractor can't answer that, they haven't thought about the part of this change you'll actually notice.

Cold Climate Heat Pumps, Scored for Bay Area Homeowners

Four systems, six plain questions, one scorecard. No spec sheets to decode, no sales pitch, just an honest look at which cold climate heat pump does what, and why "cold climate" is the category worth caring about even in a place that barely sees frost.

Why "cold climate" matters in a place that rarely gets cold

It has nothing to do with surviving a blizzard. It has to do with what comes out of your vents.

Every home in the Bay Area was built expecting a gas furnace, and a gas furnace has trained every one of us on what "the heat is working" is supposed to feel like: a blast of air well above 130°F. A standard heat pump doesn't do that. It moves air that's often close to your own skin temperature, and to a hand held near a vent, that can register as a cool draft even while it is heating the room correctly. That single mismatch of expectation is the number one reason people think their new heat pump is broken when it isn't.

Cold climate models are built to keep delivering strong, warm output as the temperature drops, instead of fading and handing off to a backup electric strip heater. That's the whole reason to pay attention to the category here. It has very little to do with how cold it actually gets in San Jose, and everything to do with comfort matching what you already expect from a furnace.

Your microclimate changes the math

The Bay Area is not one climate. A house in Livermore and a house four blocks from the Pacific are asking completely different things of the same equipment, which is exactly why a load calculation has to be done for your actual address, not your zip code's reputation.

Read these as approximate, not exact. These are typical published design temperatures for each area, rounded, and real design conditions shift with elevation, exposure and how close a specific address sits to the bay or the hills. A coastal fog belt and a sun-baked valley floor twenty minutes apart can differ by ten degrees on both ends. This is precisely what a Manual J load calculation is for: it uses the design temperature for your actual address, not a citywide average, to size the equipment correctly. Undersize it and the house falls behind on the coldest morning or hottest afternoon. Oversize it and the system short cycles, wastes money, and struggles to manage humidity.

The takeaway for equipment choice: San Francisco and the immediate coast rarely stress a heat pump's low temperature capacity at all, EER2 barely moves the needle, and the deciding factors are usually price and footprint. Livermore and Gilroy are the opposite case, real summer heat and colder winter mornings, where EER2 and cold weather capacity both start to matter for real. San Jose, San Mateo and the East Bay sit in between. The scorecard below is written for that full range, not just one end of it.

A value tier platform holding its own against three flagships on four of six questions is worth noticing. It also means the premium on a Signature or Hyper-Heating badge is buying something specific, mainly summer efficiency and raw heating headroom, not a blanket advantage.

Our job is less selling equipment and more helping people act on intentions they already hold. These seven habits, adapted for electrification, are the standard every consultant trains to.

1 · Know today's homeowner

Understand why trust — not price — decides who a homeowner hires for a five-figure home project, and how fast that decision forms (most people decide within the first meeting).

2 · Engage on their terms

Think like the homeowner, feel like the homeowner. Their vocabulary is comfort, bills, and family — not SEER2, HSPF, or COP. Meet them where they are, on their schedule, on their preferred channel.

3 · Know your own style — and flex

Recognize your natural selling style, then adapt to the analyzer who wants the spreadsheet, the driver who wants the bottom line, and the relater who wants to talk about the house's story first.

4 · Introduce favorably

Lead with referrals, reviews, and Project Scopers educational content so the first impression is "trusted local advisor," never "salesperson at the door."

5 · Build bridges to their experience

Connect every recommendation to something they said, showed, or felt during the walk-through. No orphan features — every spec traces back to their words.

6 · Have courageous, caring conversations

Say the hard true thing kindly: the panel that needs work, the duct leakage, the option that isn't worth their money, the timeline that's realistic instead of flattering.

7 · Facilitate the decision

Use behavioral economics to make deciding easy: three clear options, plain language, defaults that protect them, loss framed honestly, and one obvious next step. Confused homeowners don't buy — clear ones do.

The Playbook

Five Stages, Hour by Hour

Roughly twenty hours of invested effort turns a prospect into a client — and the curve only works if no stage is skipped. Each stage below has its purpose, its moves, its language, and hard exit criteria. A stage isn't done when it feels done; it's done when the checklist says so.

Purpose

Arrive pre-trusted. Tension is at its peak before we've ever met — the homeowner fears being sold. This stage lowers it before the doorbell rings.

Key moves

  • Referral-first pipeline. Referrals, reviews, and neighborhood installs are the favorable introduction. Every completed project should generate the next lead (the New Opportunities loop).
  • Educate before you meet. Send Project Scopers resources — comfort survey link, electrification articles, load-calculation explainer — so the first touch is generosity, not a pitch.
  • Set the agenda in writing. Confirmation email states exactly what the visit covers, how long it takes, and that no decision is expected at a first design visit.
  • Gather the picture early. Request 12 months of utility bills (PG&E share link), photos of the electrical panel, and the started comfort survey.
Confirmation email frame"Before we look at any equipment, my job is to understand how your home actually lives — where it's comfortable, where it isn't, and what your bills are telling us. You may not need everything you think you need. No decision is expected on this visit."

Checklist

  • Lead source logged (referral / web / event / repeat)
  • Agenda + no-decision email sent same day

Exit criteria

Appointment set with every decision-maker attending, agenda accepted, and at least one homework item (bills or survey) returned. If nothing came back, the visit is a re-engagement call, not a design visit.

Purpose

Win the first ten minutes. Most homeowners decide whether they trust an advisor within the first meeting — often within minutes. This stage converts skepticism into permission to run the process.

Key moves

  • Name the fear before they do. Open with an accusation audit: acknowledge that contractors oversell, and separate yourself by procedure, not promises.
  • Give control to keep control. Use no-oriented questions — people protect themselves by saying no, so build the frame from safe no's.
  • Read the room, flex the style. Analyzer, driver, or relater — match pace and depth in the first five minutes and note it for every future touch.
  • Sell the process, not the visit. Walk them through the five stages on one page — this document's map — so they always know where they are and what comes next. A homeowner who can see the road relaxes.
Doorstep opener"You've probably had someone stand in this kitchen and try to sell you the biggest system in the truck. Would it be unreasonable if I asked a lot of questions and measured a lot of things before we ever talk equipment?"
Process frame"Here's how we work: today is discovery — your home, your comfort, your bills. Design comes after, and you'll see every number behind it. The only decision today is whether this process deserves another hour of your time."

Checklist

  • Accusation audit delivered in first 3 minutes
  • No-decision-today frame restated in person
  • Five-stage road map shown and accepted
  • Communication style noted (analyzer / driver / relater)
  • Recording consent for Plaud obtained, if using
  • Homeowner agreed to full walk-through

Exit criteria

The homeowner has verbally opted into the process ("that makes sense — let's do it") and granted the walk-through. If they're pushing for a price first, trust is low — loop back, don't push forward.

Purpose

The spine of the entire process. Everything downstream — design, price, close, referral — re-anchors to what is said and captured here. The homeowner must hear their whole story out loud, in their own words, before any solution exists.

Key moves

  • Open Socratically. Credit their situation, state the shared purpose, and hand them the floor: their story first, uninterrupted, even the half you think you already know.
  • Run the comfort survey live. The Project Scopers adaptive survey on the iPad is the discovery instrument: trouble spots, timing, past experience, what's driving this — captured room by room with photos.
  • Go beneath the thermostat. Probe irritants (what bothers them most), then motivators (why it matters to them), and let trust arrive on its own. The bedroom that's always hot is an irritant; the aging parent sleeping in it is the motivator.
  • Play it back in full. Summarize their words back until you earn a "that's right." A "you're right" means they're agreeing to leave — a "that's right" means they feel heard.
  • Widen to the whole home. Bills, panel capacity, rate plan, EV plans, ADU dreams, water heater age, solar orientation. You can't know what's in their best interest without the full picture — so get the full story before any recommendation.
  • Diagnose with them. Load calculation, static pressure, duct inspection, panel assessment — done on screen at the kitchen table, narrated in plain language. This is where competence becomes visible.
Consequence question"Say next August looks exactly like last August — same bedroom, same bills, nothing changed. What does that cost you, beyond the money?"
Playback"Let me make sure I have this right: the upstairs has been borderline for years, but what moved this from someday to now is your mom moving in this fall — and you want it solved before the heat, not during it. That's the job?"

Checklist

  • Comfort survey completed room by room, with photos
  • Irritants AND motivators captured in their words
  • "That's right" earned on the playback
  • Cost of doing nothing stated by the homeowner
  • Load calc + duct/static findings reviewed together
  • Panel capacity + rate plan + future loads (EV, ADU, HPWH) documented
  • Budget comfort zone surfaced without pressure

Exit criteria

The homeowner has said, unprompted or played back, what staying the same costs them — and agreed the picture is complete. If you can't write their motivator in one sentence using their words, discovery isn't finished.

Purpose

Turn a complete picture into a confident decision. By now trust and tension are near the crossover — commitment should feel like the natural next step of the process, not a pivot into salesmanship.

Key moves

  • No-surprises proposal. Every element of the design was seen, discussed, or measured together in Stage 3. If anything in the proposal is new to them, discovery failed — go back.
  • Present as looping, not pitching. Three options — Good, Better, Best — each framed against their stated gaps, never against spec sheets. The equipment story is told through their rooms: the cold-climate compressor is "your mom's room at 68° on the coldest January night."
  • Make deciding easy. Behavioral economics in service of the client: plain language, one page per option, honest loss framing (rebate windows, rate changes), and a clear recommended default with the reason stated.
  • Transparent economics. Rebates, tax credits, rate arbitrage, and payback shown honestly — including where payback is weak. Cutting your own ticket in front of them is the strongest benevolence signal in the industry.
  • Treat objections as low certainty, not resistance. "Let me think about it" means one of three certainties is soft: the solution, the company, or you. Label the emotion, ask a calibrated question, find which one, raise it, and re-ask. Three gentle loops maximum.
  • Never leave without a next step. If today isn't a yes, it's a scheduled decision call with a named date — never "call me when you're ready."
Trial close (label)"It seems like the variable-speed option is the one that's been speaking to you — especially for the upstairs."
Objection loop"It sounds like the design makes sense and the numbers make sense, and something's still not sitting right. What part of this still feels uncertain?"
Commitment question"Is there anything about this plan that doesn't fit what you told me you wanted for the house?"

Checklist

  • Proposal contains zero surprises (all items pre-discussed)
  • Three options, each tied to their stated gaps
  • Full incentive stack documented (utility, state, federal)
  • Payback shown honestly, weak spots included
  • Objections labeled and looped (max 3), certainty gap named
  • Signed — or decision call scheduled with date and time

Exit criteria

A signed agreement, or a scheduled decision conversation with a defined date. An open-ended "we'll be in touch" means the stage is not complete — the file goes to structured follow-up cadence, not to the graveyard.

Purpose

Past the crossover, trust exceeds tension — and this is where the twenty hours pay compound interest. Certainty must survive the install, because referrals come from certainty, not from equipment.

Key moves

  • Protect the decision. Buyer's-remorse call within 48 hours of signing: restate their motivator in their words, confirm the timeline, answer the questions that surfaced overnight.
  • Install-day expectations sheet. Who arrives, when, what gets loud, what gets dusty, when the system goes live — dependability made visible before it's tested.
  • Comfort check at two weeks. Walk the original trouble spots from the survey. Close the loop on every complaint captured in Stage 3 — "the back bedroom you told me about — how did it do this week?"
  • Ask at peak certainty. Review and referral requests go out at the comfort check, when the story is fresh and the promise is proven — not months later.
  • Open the electrification ladder. The whole-home picture from discovery already contains the next projects: heat pump water heater, battery, solar, EV charging, panel work. Seasonal touchpoints revisit it — this is the New Opportunities loop that feeds Stage 1.
48-hour call"No news is the news — everything's on track for the 14th. I keep thinking about what you said about getting this done before your mom arrives. Any questions come up since we talked?"
Referral ask"You mentioned your neighbor's been fighting the same upstairs heat. Would it be a bad idea if I offered them the same kind of assessment we started with — no strings on it?"

Instruments, not memory

The comfort survey, the load calculator, the proposal template, and this playbook are the process. A new consultant runs the same instruments and gets the same client experience — that's what duplicatable means.

Exit criteria, not vibes

Stages advance on checklists, never on feel. A pipeline review asks one question per file: which stage, and which exit criterion is unmet? That's the coaching conversation.

Cadence, not chasing

Follow-up is scheduled at the moment of contact, every time: 48-hour call, 2-week comfort check, seasonal electrification touchpoints. Nothing waits on motivation.

Capture everything

Plaud transcripts and survey exports feed the client file. The homeowner's own words are the raw material for proposals, follow-ups, and referrals — never paraphrase what you can quote.

Measure the curve

Track hours-to-close, stage conversion, "that's right" rate in discovery, options-presented rate, review rate, and referral rate. If close rates dip, the fix is almost always upstream in Stage 3.

Train the voice

Weekly role-play: one accusation audit, one playback to "that's right," one objection loop. Scripts age; the reps keep the voice warm, curious, and unhurried.
